The nuclear self-deterrence paradox in its clearest form. Those most alarmed by hypothetical nuclear strikes ignore actual nuclear terrorism at Enerhodar. Our own fear deters US, not Russia. The mechanism: amplify the improbable threat, suppress awareness of the actual atrocity. The result: paralysis.
