Not one tactic among many — the governing pattern. Every Putin speech, every Telegram post, every diplomatic communique runs provocation logic. The cycle is the signature.

The Factiva database — 33,000 media sources spanning decades — contains 95,300 documents using the word “provocation.” The exponential growth curve maps almost perfectly onto Russia’s escalating aggression: the invasion of Georgia in 2008, the annexation of Crimea in 2014, the full weaponisation of the term thereafter. Russia’s Ministry of Foreign Affairs is the third most mentioned institution in these documents — behind only the UN Security Council and the UN itself. This is not impression. This is empirical fact measured across three decades of global media. Provocation is not one tool in the Russian toolkit. It is the toolkit.
