The IAEA’s inability to act decisively reflects regulatory capture at the highest level. The global nuclear industry depends on Rosatom for fuel, enrichment, and technology. The regulator cannot confront the entity on which the regulated depend. This IS the Spectacle mechanism: we become passive Watchers of an institution performing concern without exercising power.
