The moving goalposts — Plan A was for War Magic to scare Zelenskyy out of Kyiv entirely. America expected Ukraine to fall and offered “a ride.” 300 mouldy Javelins was the sum total of initial support. Ukraine was pressured to capitulate, allow Russian proxies into government, sign away sovereignty. Each failure of War Magic to achieve its goal simply moved the goalposts to the next level of coercion. The scare IS the weapon, regardless of whether it achieves total capitulation — partial paralysis serves Russia almost as well.
