Phase 2 — Minsk II Formation (February – September 2015)
The six months following the Minsk II signature on 12 February 2015 were, in retrospect, the most important archetypal phase of the entire Donbas war. During those six months, the signed peace agreement was constructed, performed, and subverted — all simultaneously. The archetypes activated in this phase would animate the subsequent seven years of frozen conflict.
Key Events
February-March 2015
Debaltseve fell on 18 February, six days after Minsk II was signed. The occupation announced it had seized the rail hub “in self-defence.” The Provocation Mirror archetype was deployed to frame the post-signature territorial seizure as Ukrainian responsibility.
March-April 2015
The first “ceasefire regime” began producing its daily liturgy. Marochko, still a Major, began his daily briefings. The exact-number arithmetic began: 22 violations, 47 violations, 93 violations. The Ceasefire-Violation Formula was installed as the permanent rhythm of the occupation.
May 2015
Alexei Mozgovoy was assassinated near Alchevsk on 23 May. The first Martyred Commander. The DRG Bogey was introduced to explain the killing.
June 2015
The TCG Working Groups began their ritualised Minsk-round cycle. Deinego began his Coyote-Lawyer role. The first Working Groups were named — political, security, humanitarian, economic.
July 2015
The first disengagement proposals for Stanytsia Luhanska, Zolote, and Petrovske were discussed. They would fail repeatedly for the next four years.
The Institutionalisation of the Fiction
What characterised this Minsk II Formation phase archetypally was the institutionalisation of the fiction. Every institutional body that would perform Disinfolklore theatre for the next seven years was founded or operationalised here:
- The JCCC (Joint Centre for Control and Coordination)
- The OSCE SMM’s expanded monitoring mandate
- The TCG Working Groups
- The LPR People’s Militia press operation
- lug-info.com’s daily briefing regime
- Marochko’s standing as the Folksy Colonel
This phase was when the permanent infrastructure of the frozen war was installed. Not the fighting infrastructure — the propaganda infrastructure. The podiums, the spokespeople, the daily formulas, the seasonal ceasefires, the failed disengagements, the Walk-Ins. All of it was operational by September 2015.
The Deepest Lesson
Russia was not trying to win the war quickly after February 2015.
Russia was trying to consolidate a permanent theatre in which the war could be endlessly re-performed. The frozen conflict was not a failure of Russian strategy. It was the strategy. The theatre was the war.
The Counter
Recognise the theatre. Every Minsk round that “failed” was a round that succeeded in keeping the theatre running. Every disengagement that “broke down” was a disengagement that succeeded in preserving the frontal positions.
Russia’s Minsk II game was to stabilise a permanent occupation infrastructure — and it succeeded for seven years, until 2022.
